GNWT awards contract for 2023 Wildfire Emergency Response After Action Review

The Government of the Northwest Territories (GNWT) has hired Transitional Solutions Inc. to conduct its after-action review of the 2023 wildfire emergency response.

The contract mandates that Transitional Solutions Inc. actively seek feedback from the public, Indigenous governments, community governments, chambers of commerce, non-government organizations, and emergency management partners. This inclusive approach is designed to ensure that all stakeholders have a voice in identifying lessons learned and suggesting ways to improve.

As part of the comprehensive review, the 2023 wildfire season’s emergency management activities will be examined. This includes a review of the risk monitoring, emergency preparedness activities, response activities, operational and public communications, and the transition to recovery, which includes planning for re-entry, repatriation, and damage assessments.

Transitional Solutions Inc. was one of five proponents that submitted bids. The GNWT’s Procurement Shared Services coordinated the open, competitive procurement process, and a three-person Oversight Committee oversaw it to ensure fairness and transparency. The Committee reviewed the submitted proposals, awarded the contract, and will ensure the review is conducted publicly and transparently.

The three members of the Oversight Committee—Dr. Mike Flannigan, Danielle Trudeau, and Todd Orvitz—were nominated by the NWT Council of Leaders Secretariat, the Standing Committee on Accountability and Oversight, and the GNWT.

The findings of the independent review of the 2023 wildfire emergency response, intended for public release, will be available in late 2024.
